Windows 8.1 could simplify the tile layout once users understand it, making it ideal for tasks where traditional taskbars and menus are hard to handle. If you don’t like it, switching to StartBack/Start8 lets you enjoy Windows 7 with the performance of 8.1.

I favor W7, but if you prefer the tile theme, go with W8. The performance or functionality isn't a big variation between them.

For casual browsing, feel free to choose whatever suits you. As granparents, they might know older Windows versions, so stick with Windows 7 if needed.
