Unless it comes loaded with unnecessary software or malware, slowness isn't a positive sign. Do you have another HDD or SSD nearby that you could try installing? It doesn’t need to be a permanent setup just one to check if the installation works on another drive. Occasionally it might be just a faulty SATA cable—swapping that can sometimes solve the issue. You can keep it in place. In the worst case, it might freeze and require a hard shutdown. The best outcome is it somehow resets itself and completes the setup.
