Maybe consider Windows 7 Ultimate—it seems capable of 32 or 64GB. I’m not sure anymore. Also, opt for an i7 like the 4790K instead of the FX-9590; it will significantly outperform it for most tasks.

Windows 7 Home Premium is limited to 16GB of RAM, but the operating system won’t recognize it. For full functionality, upgrade to Windows 7 Professional or Ultimate, which supports up to 128GB of RAM.
