And perhaps my information wasn't useful. More questions—do you have any card reader in your computer? Is there software for mounting ISO files? Are there virtual CD options? Anything about drives? Does your device have a USB port for a phone? What about folder settings? If you enable "always show icons, never thumbnails," does that help? Disable "hide empty drives" so you can check if any unusual non-existent "G:" drive appears. Which tools are installed related to files? Maybe just remove antivirus just in case. You can reinstall it later if needed, but at least you'll know it's not AV-related—even disabling AV doesn't stop scanning files; operations still go through it. Do you use any file managers? It could be a good alternative with more features than Explorer, even if it's not a perfect fix.

!!! IMPORTANT !!! Avoid placing system shortcuts inside Stardock Fences boxes. Keep them on your desktop. I believe I resolved the issue. I removed Stardock Fences, a desktop organizer, and the problem disappeared. At first, I didn’t notice because it had been running for over a year, but issues began only recently. I used the free base version. I placed My Computer and Recycle Bin in boxes, which caused Explorer to behave strangely. I haven’t reinstalled it yet, but I’m confident that was the cause.
