Windows 7 does not support DX12.
Currently, there are no announced plans from Windows to release anything along those lines. So in short...No.

This needs features available only in a specific version of Windows.
DX12 needs WDDM 2.0, while Windows 7 only supports WDDM 1.2 and won't be adapted for it.
