Which GPU model are you running? Do you possess the appropriate drivers installed? Make sure the theme isn't configured to Aero Basic.

GTX 760 at 355.98, most stable version. Windows Aero function worked until about an hour ago.

It turns out adjusting the color depth to 16-bit while using the NVIDIA custom resolution caused Windows to reject it.
