This has no connection to task manager CPU monitoring. What specifications or temperatures are you checking?

Don't just reinstall Windows without first figuring out the issue. Examine any running processes, such as updates or indexing. Verify the temperature to rule out hardware problems.

your specs are an i5 7th generation processor with 8GB of RAM, an amd radeon r5 graphics card, and a 5400 rpm fan speed.

Which board temperature is optimal? Run memtest86 to verify stability. Clean any overclocking if needed. Temperatures?
