Hibernation and fastboot are disabled. I recently upgraded to Windows 11 a few weeks ago and observed unusual behavior. After turning off the PC, pressing any key or using the mouse doesn’t power it up. The "use this device to wake on" option still works for sleep but not for shutdown. My concern grew when I unplugged the machine—it wouldn’t turn on at all. Windows isn’t shutting down properly.

It appears the system isn't stopping and is merely entering a low-power state. Verify your power button settings match your preferences (e.g., shutdown on button press). Go to the control panel, choose System and Security, then in Power Options, pick how power buttons should behave.

Consider closing it from the Start Menu or using Alt + F4 (unless you've already tried that, then my approach may not apply).

I've tried that already. It still isn't stopping. Oddly, it seems to act like it's asleep, just like the PC case indicator turns off.
