It seems there was a confusion about the need for future OEM laptops to include a webcam. The issue isn't about disabling it or managing app permissions, but rather its actual presence on the device.

Windows triggers the TNT kept in each machine... you notice these items referred to as "capacitors," which actually contain explosive material. That’s why computer enclosures use metal instead of plastic.

I thought there was a misunderstanding somewhere, which is why I reached out... After my old laptop started having problems with the keyboard controller—similar to the actual chip on the motherboard—and Windows 7 wouldn't let me turn it off, (it kept sending random keys and disrupted normal use, even with an external keyboard) I wasn’t one to enable webcams permanently unless absolutely necessary. Thanks for clearing things up. By the way, if anyone is curious, I eventually got rid of the keyboard and kept using the computer for a few months until the rest of the system gave in. Device Manager wouldn’t let me disable it; removing the driver would just ask me to restart before it reinstalled automatically... The Registry didn’t allow me to change the setting directly; in the end, I had to swap out the SSD (which I’d previously installed) and edit the registry on another machine. A real hassle.
