You just set up Windows 11 on your PC with an A8 6600K, 8GB RAM, and GTX 1030. Your performance has improved significantly—CSGO FPS dropped from 67 to 62 and Valorant from around 60 to over 80. It seems the Autoexec in CS may have been affecting previous results.

It's hardly noticeable in gameplay. It likely isn't due to the new OS itself, but possibly from minor thermal changes or a modified power setting. A slight GPU overclock could fix the issue.

Updated to PC Gaming format. 5fps variation falls within acceptable range. This is typical variation.

I'm not sure, I tried Forza Horizon 4 on my laptop (i5 7200)—it performed poorly, with very low FPS. However, I was able to record it, while on Windows 10 I couldn't capture anything without third-party tools. That alone is a big issue. Probably Forza just doesn't run well on my system.

You shouldn't be experiencing such low FPS in CS:GO because your GPU matches the one your friend uses and still manages 100-200. Before asking about the CPU, note that on lower-end specs, CS:GO is heavily dependent on the GPU. It seems the issue lies there. Meanwhile, he maintains a stable 140 FPS in Valorant.
