Over the last two days I've been working on fixing a BSOD boot loop when reinstalling Windows 10/11. The error appears consistently in both installation attempts. I resolved it before, but I can't recall the steps. It doesn't seem to be about RAM or storage problems. I'm sure this system is functional. My guesses point to graphics drivers, though after installing them offline and rebooting, plugging back in the Ethernet still doesn't help. I've also turned off automatic updates and driver installs via group policy/regedit, yet it persists. This only happens when an Ethernet port is connected during or after the install. It's quite strange! The hardware specs are: CPU Intel Core i5-4590(S), Graphics Nvidia GeForce GTX 970, 2GB RAM, DDR3 8GB, 256GB SSD.
