Well it's definitely a program.. do you have GeForce Experience, I know this program can be problematic with new versions of Windows. I would remove it, Nvidia 3D Vision too. I would look in Task Scheduler to see if there is anything funny there as well.

I'm on a Thinkpad X1 Carbon. After updating to 1803, the laptop's fan spun as if a plane had taken off.

Check the Task Manager for details. Your device is likely undergoing maintenance. If not, verify that all drivers are up to date and confirm you have the most recent BIOS/UEFI version.

I’ve updated the BIOS but the fan noise remains bothersome. I restored the system to the earlier version (1709). The fan performance has noticeably improved. My device is a Thinkpad X1 Carbon 2017 with an i5-7200u processor, 8GB RAM, and 256GB storage.
