I assembled a new PC about half a week ago. It features an Intel i5-7600K processor, an Asus Z270-AR motherboard, 16 GB DDR4 memory from G.Skill, a 6GB ASUS DUAL GTX 1060 graphics card, a Sandisk 120 GB SSD, a 1 TB WD Blue SSD, a Deepcool captain 120ex white liquid cooler, and a 600 watt power supply unit. I performed a fresh Windows 10 (Home Edition) installation using the official download tool from the website. Despite this, updates are failing to install. KB4015438 appears to download but doesn’t complete the process, then Windows reports it cannot finish due to changes. I’ve tried a clean install, searched for an update account linked to nVidia drivers, used the Windows Update troubleshooter, removed the SoftwareDistribution folder in the Windows directory, stopped and restarted all update services, ran sfc /scannow multiple times, executed chkdsk, and manually downloaded updates from the Windows catalog. Nothing resolved the issue. I also switched to insider builds, but they didn’t download without errors. I updated all drivers and attempted a second clean install after downloading drivers, but it still failed. I’m unsure what next step to take.

EDIT 1: I overlooked that Windows 10 is stored on the SSD while the 1TB HDD handles everything else. I adjusted the registry entries so program files point to the HDD. Updated March 31, 2017 by PlanetVaster

contact microsoft, I’d fully reformat the drive and reinstall another Windows ISO to test the outcome.

I prepared the disk before installing because it's a new SSD. I also believe a different Windows ISO won't solve the issue; I might try it, but I'd prefer another approach first. Even though Windows is the only thing on the SSD, some updates still need to be reinstalled to properly set up the registry and other components. (And Chrome won't let me change the installation path—_-)
