I recently updated the Fall Update and since then, whenever I power on my PC after shutting it down the night before, it recalls what was open. Hibernation is turned off, and both fast start and fast boot are disabled (though the exact names vary in Power Options). Google Chrome doesn’t remember either, and it does this for other applications as well. I’m trying to reset everything from scratch because it’s causing issues with program updates. Anyone have any suggestions on what might be causing this?

On the forum there are numerous discussions about this feature. It’s called “Pick up where I left off.” You can disable it in Cortana Notebook settings (Cortana > Notebook > Pick up where I left off > Turn it off > Save). Each time you start fresh, even though Windows will open the programs you usually open first. Updated December 16, 2017 by GoodBytes

You're facing a tricky situation. It seems Cortana is still disabled even after trying various methods like registry and group policy. Since you can't turn it off without Cortana active, you might need to look into other settings or files that control its behavior. Checking for hidden configuration files or adjusting related system parameters could help resolve the issue.
