Hi. The cumulative update was saved in Windows 10. In the update settings I selected one option: we'll schedule a restart during a time you rarely use your device—like 3:30 AM tomorrow works. So after that hour, no restart will happen. Why?

You might have disabled automatic updates and selected the "Notify to schedule a restart" option in the advanced settings. It's possible you didn't have internet access during the planned restart, or the servers were overloaded, causing Microsoft to delay the update. Alternatively, your PC might have been in use at that time, preventing an automatic reboot. There are many potential reasons, but we likely won't know the exact cause.
