It might have started after a period of inactivity, possibly related to the two weeks since your holiday. Consider reviewing services running during sleep and adjusting their settings if needed.

Appreciate the assistance, though the command interface seems to be displaying precisely what it expects. I’ve maintained consistent settings for networking, mouse, keyboard, etc., but something appears to have shifted during my time away. Still grateful for your support.
It seems the latest required changes are in place. Legally, they can't be disabled, but you can stop them from activating your system if it isn't already running. Here are some options.
Typically triggers my laptop around 8 AM. Launch Task Manager, terminate rundll32, then restore it to sleep. If Rundll32 isn’t stopped, the system will continue waking. I’ve reported this issue to Microsoft through their feedback channel already.
