It doesn’t match a) or c). The newest GeForce driver is installed, but the issue persists after a 10-second delay when viewing the image and date/time screen. The problem occurs every 3–4 restarts.

To confirm, waiting 10 seconds, 20 seconds, or even 5 minutes keeps the screen frozen? It means you can't slide up to enter your password and log in. If that's the case, a fresh Windows installation would likely be the best solution. You could also try figuring out what's causing it, but in IT, a quick fix with Linux tools like /var/logs is often faster than troubleshooting alone.
