It's available for free on Mavericks and Yosemite. The main challenge is downloading it only on a Mac; to get a Hackintosh you need an existing Mac or someone else's. I frequently format many Macbooks at work, which gives me some experience with them. Regarding the flash drive, I always keep a small one in my wallet with Ubuntu installed—it's very useful.

The only issue that bothers me is the existence of a 32-bit version... In 2015 we were promised hoverboards and DeLorean time machines!

A Hackintosh clearly violates the terms of service for Mac OS X. Downloading OS X to run on such a system effectively constitutes piracy. It's offered as a free option for Mac hardware users since the expense is covered by the device itself. I suspect the original design focused on older systems, targeting industrial and commercial markets. Hopefully, they'll enforce 64-bit support for regular sales and create a specialized version for professional use. In short, most Linux distributions provide both 64-bit and 32-bit versions, regardless of era, and no one seems to care about this limitation.
