Unusual finding. It should appear in the advanced power settings section of the Power Options menu in the Control Panel. You can type "Power" there and choose "Change Plan Settings," then select "Change Advanced Power Settings."

Did you verify the BIOS settings for the computer and search for any controls related to it? Also, are you planning to run any group policy tests on the system yet?
