I'm facing problems with Windows 10 x64 build 1803. When restarting, the CPU stays at 100% and I have to reset the power plan to default. After a few restarts, it returns quickly but still lags. I've switched to High Performance mode, which saved the settings, yet the issue persists. I've tried creating a custom power plan via cmd and using 'powercfg -restoredefaultschemes', but nothing works. Any suggestions other than a full installation?
The system doesn't clearly signal full CPU utilization; instead, the Task Manager may show inaccurate readings due to a bug.
