Hello. Your system runs Windows 10 64-bit version 21H1. The update needs a restart because it interrupts ongoing processes. It was running at 74% when the download error appeared. You notice background services like Windows Modules Installer Worker and Service Host Windows Update still active, similar to previous updates. In earlier versions, updates would finish before a restart was needed. Why does Windows 10 still ask for a restart during updates?

It urged you to restart immediately. This message indicates that the update can't proceed without a restart, though the second step will continue afterward. You can either wait for the reboot or keep the system down until both actions are complete. This behavior appears consistent, becoming clearer when the update window is visible.

There is a pending restart for an update. Another message indicates an error occurred. The third update is optional and only offers the download and installation option. No further updates appear on that list, but background processes continue. Why not restart now?

Without the update window active, you likely wouldn’t have seen anything. It would have told you to restart when finished. Just let it complete or close the window and check for a notification.
