Haha, a tin foil hat on... who knows? But yes, you can turn them off. There are hidden features that need SpyBot and an anti-beacon to disable. Plus, certain options adjust by themselves when you update or force updates, so you often have to reset your privacy settings again.

Until you adjust the Settings and disable the tracking features, it remains active. However, complete removal isn't possible at this time—though Microsoft could update this in the future.

You can turn off most features during Windows installation, though some remain active even when you refuse everything. Barnacules has a video explaining how to disable all of them.

It's not a problem if you believe it is. Just leave the internet right away, since many other companies and organizations are already monitoring your activities.

I care little about whether it matters. It's not a big deal, and if you believe otherwise, turn off all connected devices since they can secretly monitor your activities.
