The window options (start, settings, Xbox game bar) are flickering as if a key was pressed on the keyboard. I've tested various keyboards but found no problem. A quick search didn't help, so I updated my graphics drivers and disabled Windows Shell Experience Host, yet it didn't resolve the issue. I attached a video to illustrate what's happening. My system specs are: Amd Ryzen 5 1600, six-core processor, Nvidia GeForce GTX 1050 Ti.
