I've faced this problem for a while and searched extensively before posting. Essentially, when launching the start menu (using mouse or keyboard), the frame rate drops steadily from my usual 120fps down to as low as 20fps and sometimes even 2fps. It remains stuck at very low rates until I move the cursor inside the menu, after which the rate gradually returns to normal. This occurs occasionally when opening other applications. The solution to restore normal performance is usually to focus the cursor on a specific window—likely the one causing the stutter—and then adjust or switch focus to another window (including desktop). I want to note that the system isn't overloaded during this, but it's typically idle. During gaming, there are no sudden drops. The issue only appears when changing focus or opening new windows. I recently reinstalled Windows and still experience it. All drivers are up to date. I've tried disabling or closing background apps one by one to check for conflicts, but nothing resolved it. I attempted to turn off G-Sync without success. I've followed various guides, yet none worked. I'm reaching out for advice if anyone has experience with this. My system specs are listed below:

Operating a top-tier PC and encountering the same problem—clearly pointing back to my setup. No game or hardware issues are showing higher load during stutters, yet the problem remains evident. It feels like my refresh rate drops dramatically from 180hz to just 20hz. While discussing refresh rates, I realized it might be related to a graphics driver. I own a Predator X35 that supports G-Sync; disabling it fixes mouse movement interruptions, though the start menu animation isn’t as smooth. Could your experience be similar?
