I encountered this problem on my laptop earlier this year. I checked every solution the first page of Google suggested, but nothing resolved it. Eventually, I had to reinstall Windows. It might be a different issue, but it could have been caused by removed built-in applications using PowerShell commands. I understand it didn’t help, though it might have provided more insight.
Make sure to turn on your task bar, okay? It seems like you might have turned it off by mistake. I've experienced this too. Glhf!
