Essentially any Windows 7/8/8.1 license would apply to Windows 10. Microsoft is pushing for everyone to switch to Windows 10. *smirks* The discussions about a restricted upgrade period were just a myth.

I'm not recommending relying on eBay sellers, though a few friends and I have used those $2 Windows 10 pro keys without problems. If you need something proven to function, Microsoft is the best option. Otherwise, expect temporary fixes with no certainty of lasting success.

Sure, I've got a Windows 7 home version installed on the back of my laptop, which I purchased in 2014. It seems to automatically upgrade to Windows 10 Pro.
