Use the Windows boot media creation utility to add installation media to a USB drive. Connect the drive to your computer. Restart and press F8/F9/F10/F11/F12 to access boot options; one of these is likely the boot key. Choose your USB as the boot device. You should be able to reinstall Windows now.

I've attempted this, but it doesn't function as expected. I can click the USB, and the screen briefly turns black before returning to the boot menu.

Have you tried a different storage device? It might be that your operating system drive is damaged.
