Yesterday I converted the Windows 10 Multiple Editions ISO to a DVD (dream spark). After rebooting for a fresh setup, I reached the initial screen asking for custom or express settings. I picked express and it said "Just a moment..." but then the PC restarted again, forcing me to repeat the same choice. Why does this happen? How can I resolve it? It seems to behave the same in VirtualBox too—this is concerning. I’m not sure what’s going on or how to fix it.

It was a clean installation. I attempted to burn it again on a brand-new disc, and the result was the same. I also used the official Microsoft tools to generate a Windows 10 disc.

Sure, I also tried using USB. Everything I did stayed the same. Even after that unexpected restart, I didn’t get asked about choosing ownership or logging in with a Microsoft account—I was only given options to set up settings and create a local account.

I've never done an express install so I'm not sure, but it may not be able to find or create a partition to install Windows on to. You may have to delete and recreate a partition by going custom; it's pretty much self explanatory. If you have more than one drive installed one will be labeled 0 and the others 1, 2, ext. If you don't have anything at all you want saved on the drive you're installing to, you can delete all the partitions on a particular drive (watch the number label) and create a new partition for the OS (this may create several partitions). Everything else should be the same for express instillation.
