If he moves near it and displays a tiny preview window, it indicates the application is already running. Press the middle mouse to launch another one.

It seems the Windows snap method might have some issues, I’m only familiar with a recent reinstall fixing it, and your clarification was helpful.

All I understand is this might be due to a failed update, and people aren't sure about it. You could disable windows snapping or attempt a clean boot.

Change between display settings. Keep windows open and press P, then choose PC monitor only

It sometimes drops off the edge when using multiple monitors. Ccleaner can also clear the "window size and location" cache, which may resolve the issue.
