New versions are not just feature additions. Extended support focuses on security patches. These improvements will be offered to those with extended support. The sole unique benefit for Europe is that extended support is provided at no cost.

No one knows the plans of MS... Unless you mention the LTS release, it's unlikely a new standard will appear. Even for LTS, updates will mostly consist of security fixes.

My estimate is unlikely. Because extended support needs a paid subscription and, aside from Europe, that involves expenses, offering these updates for free would seem unusual given the cost.
