What kind of equipment you're using? I understand that older hardware struggles with this, and your Core2Duo kept failing to sleep even after changes on Windows 10.

Turn off the power supply unit and then restart it, that’s what I do when the computer keeps running after shutting down Windows.

Verify the standby setting in BIOS to ensure it's S3, not S1. Then run powercfg -requests to see who keeps the system active.

Uncertain if the problem I faced is the same, but I had to reinstall Windows 10 to resolve it. (Presuming it's resolved.) It was a sporadic issue that occurred occasionally, so it should be fixed or it might not happen again.
