Windows 10 doesn't allow the PC to shut off.
Have you considered turning off the fast startup feature in Windows 10? It might lead to a restart rather than a shutdown, which could be contributing to the issue. Additionally, some BIOS configurations related to standby power settings may result in unusual motherboard activity, such as RGB cycling after power-off.
That quick launch on my X570 Aurora Master was a challenge, plus the sleep mode. I turned it off since I don’t run the system nonstop and have no heavy tasks needing long processing times. I also disabled the network boot option to prevent unexpected shutdowns from power drops. Additionally, living in China where the electricity grid isn’t always reliable, I made these settings more aggressive.
You mentioned the responses were helpful, but turning off the fast startup isn't resolving the issue. I've checked various BIOS configurations to identify the cause, yet nothing has changed. The problem seemed resolved when Windows 11 was installed using the older BIOS from Windows 10.
The information provided seems to be from around 2013, though the exact year isn't clear. It appears the bios might have been updated since then, possibly with some changes. You can check the site linked for older driver details and see if anything has been modified.
I'd consider @johnno23's idea. I've encountered similar cases. A few makers like MSI have recently dropped support for popular chips still in beta BIOS, vanishing as if never released. Greg Salazar, a tech YouTuber, recently patched a 3600 that wouldn't start by reverting the BIOS to address one of these issues. In short, since the 3600 is a Zen 2, the board didn't recognize it, thinking no processor was present and refusing to power on. Updated March 2, 2023 by An0maly_76 Added more info
