Hey there! It sounds like you had a tough experience with your PC freezing and needing a clean install. After that, adjusting your time zone became an issue, and you're stuck in Pacific Time even though you're trying to sync with your actual location. The permission pop-up is confusing because you're the admin. You might want to check if the installation settings are correctly applied or contact support for further help.

It might relate to admin privileges, a service malfunction, or a registry error. Begin by re-registering the "windows time" service. We'll address both issues together in the same session. Open an elevated command prompt (search "cmd", right-click and select "Run as administrator") and execute: "net user administrator /active:yes". Press Enter to set your account as admin. Next, run "w32tm /unregister" and press Enter to remove the Windows Time service. Type Win+R, then services.msc, locate 'Windows Time', click it, and select "Stop". Click back into CMD and type "w32tm /register", pressing Enter to register the service and add necessary registry entries. Finally, restart the Windows Time Service via the prompt and adjust your time zone if needed.

You might be encountering problems with a low-cost key. This could stem from an Enterprise pack or activation through Enterprise key servers.

I understand you're asking about the cost of windows. If you meant Microsoft products, I got the information from them at full price. Otherwise, let me know what you need clarified.

Absolutely, I understood your point. It seems the solution came directly from Microsoft, but the automatic repair process led to complications that required a complete reinstallation, resulting in several issues.

The laptop began acting like this right after the fresh installation, which is why I inquired.
