I use mint and prefer a dark theme, with everything dark—even the file manager window. I need this setup on Windows.

You might consider UxStyle followed by a dark theme, though they can sometimes have issues. For system settings, a dark theme exists along with high-contrast options that turn some windows black. https://www.howtogeek.com/222614/how-to-...ark-theme/ I was surprised Microsoft hasn't offered full theme customization yet—I think many users would appreciate it and it would be fun to see different ideas.

Unfortunately, Windows doesn't officially back dark theme for File Explorer. Likely because Microsoft is focused on developing a new UWP version instead.
