You can use an existing Windows 10 PC to create a USB drive and install the OS there. This way you won’t need to purchase a new full Windows 10 license. Just ensure the drive has enough space and is formatted correctly for installation.

Get the media creation tool to make a Windows 10 USB stick. Verify your existing licenses, use a product key if available, or activate without one.

Sure, I understand your concern. The media creation tool should generate a USB drive that installs Windows. Once it's installed, you should be able to run the PC without needing another license.

You can still run Windows 10 for free without activation. There are ways to eliminate the watermark and adjust personalization options, though you'll need to search online since we can't discuss this here.

It will ask you to enter your product key during the installation. There will be a part where you can skip or enter it later. Soo use the tool, create usb stick, set new computer to boot usb via bios > run setup like normal > skip product key part.
