Hello, I'm trying to resolve an issue with my 9700k overclocking. After updating to Windows 10 version 2004, it seems the system is managing my core speed and locking it at 4.7ghz. I checked the BIOS and confirmed the clock was set correctly. I found a Reddit article about troubleshooting similar problems, which suggests possible solutions. Despite following those steps, my core speed still doesn't exceed 4.7ghz. I'm really stuck and would appreciate any guidance. Thanks!
Already completed several troubleshooting actions on the MSI Carbon Pro z390 board. Updated BIOS, reset overlock, opened Windows but it remained stuck at x47 multiplier. Switched back to .dll files instead of .BAK, restarted the system and it still showed 4.7ghz. Also observed that when booting quickly, monitoring tools revealed the clock (5.0ghz) was active initially, then within roughly 30 seconds it dropped back to 4.7ghz and stayed there regardless of stress tests or applications. Adjusted settings: disabled EIST, advanced turbo boost, and TVB Ratio Clipping. Still only reached 4.7ghz.
I was thinking about whether this was an MSI board, huh? It looks like a frequent problem with their boards on certain Windows updates—it mostly impacted the X99 line with version 1903. They released a beta BIOS to address it. Have you checked for any newer BIOS versions?

Do you have XTU set up? Does it launch using Windows? Are there any motherboard customization tools available? Does it boot into Windows? Either yes, no, disable, or shut down. Clear CMOS/restore settings, reset the system, and perform a repost. Use QuickCpu utility for more control over the Windows power settings. It also supports frequency and boost scaling with core parking indexing plus other helpful features.
Thanks for your message. I don't own any overclocking software and handle everything through the BIOS. It seems the microcoder was updated with the 2004 Windows patch. This issue appears quite odd—my CPU stays capped at 4.7 MHz regardless of the overclock settings. I've reviewed each power plan to rule out any restrictions, but nothing changed.
