Hi, it looks like you're having trouble locating the Windows 10 2004 ISO. The release date you recall (May 10th) doesn't match the version available at the link you shared, which shows a November 2019 release. Double-check the source or contact Microsoft support for clarification. Let me know if you need further help!

It hasn't been officially launched for general use yet. I'm not installing it through WSUS.

This means I need to hold off until their official consumer launch... Yet I believe some Dell laptops already include 2004 update capabilities.

Occasionally the deployment gets delayed. The most recent update I can download via WSUS remains from 1909. Usually, once it's officially released, it becomes available through WSUS as well.

The consumer launch has been delayed until May 28th, it won’t take much longer.

You can find ISOs online if you search thoroughly, though I'm not entirely certain whether they come from the Insider Build or the RTM. If you're using an Insider build, upgrading to the full release might be delayed until the official drop, so it's best to wait and secure it when it becomes available.

They're scheduled for a Thursday release? That's pretty unexpected, right? Just double-checking the date.
