Yeah, I haven't bought JC3 yet and I don't want to spend more than $20 on games.
I believe it makes sense to separate "DLC" from "expansion" because some companies still release full expansions for $15–40. At $25 it seems reasonable if that's the case. If the material matches what you'd expect in a $5–10 DLC, then it's an issue. I'm unfamiliar with Just Cause 3 and haven't heard much about its expansion yet, but I think the price itself isn't a big concern unless the content falls short.
