Yes? It's hard to judge the gameplay quality when watching compressed videos, but a quad core with hyperthreading is essentially just the minimum. The GTX970 has its issues, yet it was a reasonable card back then. These kinds of setups are easy to locate, though they're quite outdated. I’d likely look for a GTX1650 based build. Completed configurations are available on Newegg for about $300 from several sellers. They mostly just repurpose office PCs and install a GPU, adding stickers or RGB fans.
