With an Intel i7-6700 @ 3.4GHz, NVIDIA GTX 1080 8GB, and 16GB RAM, can you run games at ultra settings? Alternatively, should I prioritize high or medium settings? What frame rates would I expect to achieve with each configuration?

No, if by 144Hz you mean at 144 FPS, a 6700k @ 4.5 GHz, and a reference 1080, plus 16GB 3000 RAM, will run it at just a hair under 122 FPS. That’s at Very High with MSAA Off.

Let's just play the game and observe its behavior.

Given that contemporary culture prioritizes 4K visuals, I question how a generation raised on it would perceive playing the original Army Men 3D released for the PlayStation 1.

If you haven't purchased GTA V yet, acquire it on Steam for $15. They offer a full refund if you play less than two hours.
