Can I install a motherboard that supports 3200 MHz frequency (OC) and 3200 MHz 16GB DDR4 Kingston RAM, and utilize its full RAM speed? The model is MSI B350M MORTAR. Thanks.

You can verify compatibility by checking if the QVL list supports the required RAM model. If the memory speed matches 3200 MHz, it should be possible to retrieve the full RAM specification.
