I aim for the CPU to reach 4.0 GHz, but I'm unsure about the RX 580. Please let me know if you'd like information on that as well.

It won't be an issue in a short time. 4Ghz isn't a significant overclock because the turbo is at 3.9Ghz.

When the CPU temperature stays below 60°C under full load, it's unnecessary. However, if you already have three units, you may require a superior CPU cooler.
