It varies based on the problem source. At a minimum, it should skip any settings in the main router that might favor WiFi since the secondary router acts like a wired client from the main one’s perspective. Including any connected WiFi devices. In my view, it’s usually wise to keep WiFi on its own device. This helps prevent CPU strain and lets you place it centrally for better signal, plus it makes it easy to disable completely if needed.

What model of phone does your brother use? If he’s on an iPhone, you can turn on the "Network Link Conditioner" and restrict his data usage. Check this guide for details: https://nshipster.com/network-link-conditioner/ You might want a wireless router or WiFi access point that lets you control bandwidth per network channel, but since you’re not upgrading hardware, consider a software-based solution.
