This can be an issue caused by the base hardware, configuration of said, or even by changes made to the system by the user themselves either accidentally or thinking they are improving something by doing so. (not even discussing malware and such) There is a very wide variety of hardware out there that interacts with each other in different ways. It isn't like a situation with a console where every bit of hardware is the same and what makes it run targeted to those specific parts.

As mentioned before, there are numerous hardware configurations involved. After that, drivers are added, and then users make changes which can either improve performance or cause issues in many situations.

most PC gamers obtain their titles through online services such as Steam, GOG, etc.
they often play multiple versions of the same game, and these frequent updates can resolve past issues or introduce new ones.

This makes sense, considering the complexity involved. It's worth noting that computers tend to be more challenging to optimize compared to consoles, and certain issues with a 4090TI in specific games might not appear in a 2060.

it wouldn't be just one part, such as comparing an RTX 4000 series to a GTX 2000 series card, which would make optimizing all games harder.
creating a game that runs well on older hardware and also performs excellently on the latest systems can be quite challenging.
you must also consider that these varied components are often combined in unpredictable ways within many setups.
when building for a console, you work with a fixed selection of parts, making each game development much easier.
