It might be possible, but Steam's support remains very poor. They claim to refund only once per issue. So far you've received three refunds, and each time they say it's the final attempt.

Steam faces several problems, especially with its customer service. It's clear they struggle to hire enough staff for proper handling. Only around 400 people work there, which suggests very limited support and a high volume of issues. I spent four days trying to regain control of an account, which made it hard to make purchases during the Steam Summer Sale. Origin seems to manage support much better, though they still have room for improvement.

A business isn't flawless. Valve excels in everything else, which means they must have a single area of weakness—it's similar to a Deathstar.

Haha, probably not. Good that your issue got fixed. Still, a lot of what was discussed here is accurate. Valve should invest more in customer support. From what I understand, they do reply but it takes some time. That needs to shift and they should respond faster. If they’re not willing to handle it themselves, outsourcing might be the better option.

It’s surprising how long a simple task like resetting a password can take. This highlights just how poor their support really is. There’s no assistance available on weekends, and it seems the US office hours are the only times they might act quickly.

Should Steam decide to ban your access for any reason, resolving the issue requires extensive negotiation. I experienced this firsthand when my project was blocked because it relied on DX hooks, which Valve deemed potentially cheating. They demanded my source code to verify its legitimacy, but since I wasn’t using it on Steam games, the process was unnecessarily harsh. It’s interesting how Steam support often falls short; a company’s reputation isn’t just about successes, but how it handles failures. While Steam is usually dependable, mistakes can lead to prolonged delays and questionable enforcement of rules, especially in regions with strict distance selling laws.
