It's very unlikely that this problem is about DNS. Steam doesn't need DNS to find where the servers are. DNS just helps turn computer names into actual numbers (IPs) so your PC can connect. Once you have the number, it opens up the download. The speed of the connection isn't affected by how DNS works. If you're downloading many files from one place, Steam won't ask for those IP addresses again because it remembers them in its cache for a while.
After spending so many hours trying and failing to fix this, here is exactly how I solved it: I switched from 20mbps down to 100 mbps on YouTube because the video looked too dark. Even though my internet provider changed and I had the same problem before, restarting this router fixed it so suddenly I was back at full speed. The connection is all fiber until the last few meters where I use an ethernet cable. Running `ipconfig` shows everything exactly as I set it up earlier on my computer too. Yes, I am using 192.168.1.1 for this setup.
I tried a different internet service provider but got the same problem. I think it's something happening here on my network instead of the ISP. However, I'm pretty sure they might have issues with their equipment too. By April 2nd, even though I had restarted my router that day, every single thing worked for me until now: Steamcommunity, steampowered.com, help.steampowered.com, counter-strike.net, and many other sites were all down or not working properly.
