You could realistically achieve around 12.5mbyte/s. Did you verify with speedtest.net? The numbers there might differ. Steam may experience problems, so it’s wise to test other platforms too.

I refreshed my drivers just now, and it looks like only me mentioned the issue with ISP speed.

Visit a speed testing website such as FloRolf to see if your provider might not be delivering the speeds you're paying for or if there are issues affecting service.

If you've experienced slower connections since signing up with the ISP, you're likely within the 100mbit range—meaning nothing can be done. Uploading at three times the download speed is uncommon, so it probably points to either your ISP or router issues.
