Absolutely, you wouldn't have been able to reach the modem from a distance. Even with access to another device on the same network, it would have been out of your reach.

What you really need is an exploit to execute code and achieve whatever goal you have in mind. These methods are also employed for launching DDoS attacks. Additionally, some routers support Telnet, whereas my ISP modem on ADSL used Telnet but not SSH.
