When I shut down/restart I have to drain the residual power on the mother board before I can turn it back on or else non of my monitors will get a display and non of my peripherals will get power. The computer will turn on all the lights in my case are on and the fans spin but nothing connected to the computer will. The red light on the motherboard for CPU turns on during the problem but after i do the drain it is no longer on.
I read I might need to update the BIOS but I can't do that. I will most likely brick my motherboard since when it goes to restart it will not properly do so.

What are the specifications for this setup? Specifically, what is the age of your power supply unit?

These components are connected through the motherboard.
The next two items are present but currently disabled in the device manager. I don’t recall the reason. None of these had issues.
