I'm considering Intel as an alternative since AMD is out of stock.

10nm results are disappointing, 7nm seems to have more issues, and they're figuring out whether to bring their 7nm production back in or move it outside the company right now—likely a tough spot for Intel, but they should recover in about two to three years.
Intel offers processors in the current market. If you're looking to purchase a computer today, this is likely the best choice unless you're considering a high-end setup like a Ryzen 7 3700X with a budget B450 motherboard, which still provides good value.
nm is mainly about branding and shouldn't influence your purchase choice. Intel chips perform well in tests and are widely available—consider what matters most to you.
